Digitoll Portal – A collaboration solution for businesses using Digitoll
Digitoll makes it easy for stakeholders to fulfill their obligations by digitally submitting notifications regarding transport, master consignments, and house consignments to Norwegian Customs.

Digitoll Portal is a new digital platform that simplifies compliance with the notification and disclosure obligation and strengthens the flow of information between stakeholders.

The portal allows you to connect and share Digitoll messages regarding transport, master consignment, and house consignment.
The portal is one of the collaborative measures Norwegian Customs has decided to implement to facilitate cooperation and simplify digital information submission for the business sector.
What does the notification and disclosure obligation entail?
Fulfilling the digital notification and disclosure obligation means that Norwegian Customs receives information about:
- Which goods are being transported into the country.
- Which means of transport is carrying the goods, and where and when the transport arrives at the border.
- Often, different stakeholders will take responsibility for submitting various parts of the required goods and transport information.
Where different parties submit different parts, the submitters must ensure that Norwegian Customs has enough information to link the goods and transport data together during the processing of the notification and disclosure information.
What does Digitoll Portal offer?
The primary purpose of the portal is to display what information your own business has submitted regarding goods or transport, and to allow you to link this information with data submitted by another business via the Digitoll Portal.
Example: A carrier can use the Digitoll Portal to view their own submitted information regarding the vehicle transporting goods to the border. In the portal, the carrier can further see what information a freight forwarder (responsible for getting the goods to the recipient) has shared about the cargo. The carrier can then create a link between their own submitted transport information and the cargo information submitted by the forwarder. Creating this link allows Norwegian Customs to correctly process the submitted data.
In the Digitoll Portal, businesses gain, among other things:
- Insight into transport and consignment information the business has sent to Norwegian Customs.
- The ability to grant other businesses access to view the business's submitted transport and consignment information.
- Access to view information about transport and goods that other businesses have submitted and shared.
- The ability to link transport and goods information presented separately in the portal, thereby completing the fulfillment of the notification and disclosure obligation.
Requirements for use
To use Digitoll Portal:
- The user must have access to a ID-porten profile and access to the digitoll-portal service in Altinn.
- Access is delegated via Altinn:
- Select Give access to individual service and search for the service digitoll-portal.

About the solution
The solution is designed so that business‑sensitive information (such as sender and recipient at both master consignment and consignment level) is shared or made available only to the entities that the business itself authorizes for information exchange.
