Emergency procedure for notification and disclosure of information
This page provides information about the emergency procedure that applies in the event of operational problems with the notification and disclosure (MO) solution.
If you have already submitted the notification and disclosure information
If you have already submitted the notification and disclosure information, you will be able to cross the border as normal, provided that the border crossing solution is operational.
If the border crossing solution is also unavailable, you will receive a red light or no signal.
- For road and ferry transport, you must contact Norwegian Customs at the customs office at the border crossing.
- For air, rail and sea transport, you must contact Norwegian Customs by email at: nodprosedyre.digitoll@toll.no
Provide identifying information about the means of transport and the operator. Norwegian Customs will provide you with information and guidance on how to proceed.
If you are unable to submit the notification and disclosure information
For road or ferry transport
Proceed to the customs office and contact Norwegian Customs. Provide one or more of the references listed below, either by presenting them on paper or by completing the Digitoll form, which documents the customs procedure under which the goods are to be placed after crossing the border.
Digitoll form (pdf)
The Digitoll form is also available at the customs office.
References that may be provided on the Digitoll form:
- declaration ID/sequence number
- goods number
- transit MRN
- registration number of the means of transport
For goods being exported from the EU, the export MRN must also be presented. For EU exports, the export document must be presented and stamped if you want the document to be returned to the country of dispatch as confirmation of export.
If references cannot be presented, for example for VOEC goods or goods covered by a consolidated customs declaration, the customs office will assess the situation individually.
Once Norwegian Customs has received the reference information and confirmed that the transport may proceed, permission to unload the goods has been granted.
For air, rail and sea transport
Send the same information as specified above by email to nodprosedyre.digitoll@toll.no no later than when the means of transport crosses the border.
Enter “Emergency procedure, mode of transport and identification of the means of transport” in the subject line.
If you are unable to submit a customs declaration in TVINN
Follow the emergency procedure for TVINN.
Emergency procedure for TVINN
Only in Norwegian
If both the notification and disclosure solution and TVINN are unavailable at the same time, the emergency procedure for TVINN must be followed.
