What are your responsibilities in Digitoll?

Your business’s responsibilities depend on its role in the movement of goods. If your business submits itself, it must be registered as a Digitoll operator.

Digitoll consists of two types of submissions:

  • Declaration in TVINN
  • Notification and disclosure messages

A business may be responsible for none, one, or both of the submissions. Your responsibilities depend on your role in the movement of goods.

Customs representative

Businesses that perform tasks on behalf of other companies, for example freight forwarders.

Is your business required to register in Digitoll?
Yes – if you submit information to Norwegian Customs on behalf of clients.

Your business must:
  • submit information to Norwegian Customs on behalf of the client, if agreed
  • ensure that goods are declared and cleared through customs, if agreed
  • ensure that information is submitted at the correct time in the movement of goods
These messages must be submitted:
  • transport notification (MO-transport)
  • master consignment notification (MO-master consignment)
  • consignment notification (MO-consignment / house)

You are responsible for ensuring:
  • that information submitted to Norwegian Customs is accurate, complete, and submitted at the correct time
  • that the notification and disclosure obligations are fulfilled on behalf of the client, if you act on their behalf
  • that you have sufficient information from the client before submission

Please note: The extent of the customs representative’s responsibility depends on what has been agreed. The assignment may be limited or may cover the entire process.

Your partners are responsible for:
  • the carrier is responsible for the transport
  • the consignee (goods owner) is responsible for the goods and the information about them
  • the system provider may provide solutions for submitting messages

Business declaring own goods (self-declarant)

Businesses that handle notification and disclosure messages and customs declarations for their own goods.

Is your business required to register in Digitoll?
Yes – if you submit notification and disclosure messages yourself.
No – if a customs representative submits these on behalf of your business.

Your business must:
  • submit information about your own goods
  • follow up the customs clearance process yourself

Which messages your business must submit depends on your role and your cooperation with other parties. You may submit:

  • consignment notification (MO-consignment / house)
  • master consignment notification (MO-master consignment), if multiple consignments are grouped together
  • transport notification (MO-transport), if your business is also responsible for the transport
You are responsible for ensuring:
  • that the notification and disclosure obligations are fulfilled for your own goods
  • that the information is accurate and complete
  • that the information is submitted at the correct time
Your partners are responsible for:
  • the carrier transports the goods
  • the system provider may provide a solution or system for submitting messages

Carrier

Businesses that transport goods across the border.

Is your business required to register in Digitoll?
Yes – if you submit transport notification messages.
No – if another party submits on your behalf.

Your business must:
  • carry out the transport of goods to Norway
  • ensure that the necessary information about the transport is available at the time of border crossing
These messages must be submitted:

You must normally submit:

  • transport notification (MO-transport), if you do not have an agreement with a customs representative

You may submit the following messages, if agreed with the client:

  • master consignment notification (MO-master consignment)
  • consignment notification (MO-consignment / house)
You are responsible for ensuring:
  • that goods being transported are reported with the required information before or at the time of border crossing
  • that the goods are available for Norwegian Customs in case of inspection
  • that you have access to relevant information during transport
Your partners are responsible for:
  • handling information about goods and declarations
  • the correct and timely submission of this information

Consignee (goods owner)

Your business purchases, owns, or receives goods imported into Norway but does not submit declarations itself.

Is your business required to register in Digitoll?
No – you are not required to register.

Your business must:
  • ensure that correct information about the goods is available
  • provide the necessary information to the party submitting to Norwegian Customs on your behalf

Your business does not normally submit messages itself, but must ensure that the correct party does so – for example a freight forwarder or a carrier.

You are responsible for ensuring:
  • that the information about the goods is accurate and sufficient
  • that the notification and disclosure obligations can be fulfilled by the party submitting the declaration
  • that the party carrying out the customs clearance on your behalf does so correctly and within the deadlines
Your partners are responsible for:
  • the customs representative submits information on behalf of your business
  • the carrier transports the goods

System provider

Your business develops and delivers IT solutions used to submit information.

Is your business required to register in Digitoll?
No – you are not required to register.

Your business must:
  • develop and adapt IT solutions that can submit information to Norwegian Customs
  • ensure that the solutions can use the Digitoll API to submit information
You are responsible for ensuring:
  • that the solution supports the requirements for submitting messages in Digitoll
  • that information can be submitted at the correct time and in the correct format
  • that the solutions can authenticate the business using Maskinporten and a business certificate
Your partners are responsible for:
  • the content of the information submitted by customers using your system
