Technical information
Information in Digitoll is submitted digitally. This can be done either through a system provider or through a solution developed by your company. Customs declarations are still submitted through TVINN, while notification and disclosure requirements are submitted through separate messages in Digitoll.
Notification and disclosure infomation
Notification and disclosure information is fulfilled through messages relating to transport, master consignments and house consignments. Together, these messages provide Norwegian Customs with information about the transport, the goods and how the goods are to be customs cleared.
Transport and goods information are submitted separately and may also be submitted by different parties. The information must therefore be linked together using references.
Updates
The information can be updated up to the point of border crossing.
If information is submitted or amended late, it may not be processed before the transport arrives. Information should therefore be submitted as early as possible.'
Notification
Used to identify the means of transport and when and where it will cross the border.
The notification must include:
- identification of the means of transport (for example, a registration number or route number)
- expected time and place of border crossing
- details of the driver
The notification must also include references to the house consignments or master consignments included in the transport.
Used to identify the consignor and consignee for the shipment.
If the transport includes multiple transport contracts:
- each contract must have one master consignment
- each house consignment must be linked to the correct master consignment
- the master consignments must be linked to the transport
Contains information about the actual consignment of goods.
The notification must include:
- consignor and consignee
- description of goods, quantity and weight
- reference to the transport or master consignment
- information about the customs procedure
If the goods are to be declared:
- for release for free circulation, the declaration ID must be provided
- for transit, the MRN must be provided
The information submitted must:
- be accurate and complete
- be submitted before, or no later than, the time of border crossing
- be capable of being linked across the different notifications
Transport and goods information are submitted separately and may be submitted by different parties. It is therefore essential that references are used consistently so that the information is linked correctly.
The information can be updated up to the point of border crossing. However, if it is submitted late, Norwegian Customs may not have sufficient time to process it before the transport arrives.
Linking notifications
Several parties may submit information relating to the same transport. As a result, transport and goods information may be submitted separately and by different businesses. To enable Norwegian Customs to identify which information belongs together, the notifications must be linked correctly.
This requires cooperation and coordination between the parties involved, so that the information is consistent and provides an accurate picture of the transport.
A transport notifcation contains references to master consignments and house consignments. House consignments can be linked directly to the transport or through a master consignment. Dedicated linking notifications are also available for this purpose.

- house consignments are linked either to a master consignment or directly to the transport
This enables Norwegian Customs to build a complete picture of the transport and the goods being carried.
Notifications can be linked in two ways. Either by using waybill references or by using linking messages (relation)
Both methods can be used, depending on how the parties' systems are configured.
Dedicated linking notifications, known as relation, are available. This method can be used both when a single party submits all notification types, and when multiple parties cooperate in submitting information.
These can be used to:
- link information submitted by different parties
- manage links separately from the other notification
This provides greater flexibility in how information is submitted and linked.
Linking is based on the consistent use of waybill references across the different notifications. This includes the house consignment waybill number and the master consignment waybill number.
This means:
- to link a house consignment to a master consignment, the master consignment waybill number must be included in the notfication of house consignment message
- to link a master consignment to a transport, the master consignment waybill number must be included in the notification of house consignment
- to link a house consignment directly to a transport, the house consignment waybill number must be included in the transport notification
If the references do not match, the information cannot be linked correctly.
As multiple parties may submit information relating to the same transport, they must agree on:
- who submits which information
- which references are used
- how the notifications are linked
This is necessary to ensure that the information, when viewed together, provides an accurate picture of the transport.
Access and authentiation
To submit notification and disclosure information, a business must be authenticated in Maskinporten using an enterprise certificate.
Authentication in Maskinporten is not required if the business only submits customs declarations to the Digitoll clearance unit through TVINN.
An enterprise certificate is used to identify the business and grant access to submit information.
For Norwegian businesses, this means that:
- the business must have a Norwegian organisation number
- the business must be registered in the Central Coordinating Register for Legal Entities (Enhetsregisteret)

Once the enterprise certificate has been obtained, you can configure integration with Maskinporten. This requires that your business is registered in Digitoll.
We recommend that you seek assistance from your system provider when implementing the integration with Maskinporten.
To gain access to Digitoll, the information provided during registration must match the information contained in the enterprise certificate.
This means that:
- the organisation number provided in the application must be the same as the one stated in the certificate
- the organisation number, NTR number or VAT number provided must correspond to the information registered in the certificate
This requirement applies to both Norwegian and European businesses.
Technical documentation and APIs
Digitoll uses standardised APIs for machine-to-machine communication.
Transport and goods information is submitted in separate notifications, which may be sent by one or multiple parties. Your solution must be able to handle the submission, linking and updating of data.
Information is submitted through:
- REST-based services (APIs)
- data in JSON format
This makes it possible to submit, update and link information automatically from the system you use.
Digitoll is based on international standards for the structure and content of data:
- the World Customs Organization Data Model (WCO Data Model)
- the EU Customs Data Model (EUCDM)
These models define which information must be provided and how it should be structured.
To use Digitoll, your solution must be able to:
- submit messages through APIs
- handle linking between notification
- support updates to information up to the point of border crossing
How this is implemented in practice depends on your system provider or your organisation's own solutions.

Routing and control
Once the transport and its associated consignments have been registered as having arrived at the border, Digitoll makes a routing decision available for each individual consignment.
The routing decision is obtained by querying a machine-to-machine service provided by Norwegian Customs. The result will be one of the following:
- the consignment may cross the border directly
- the consignment must be presented for customs control
- the consignment must await a decision from Norwegian Customs
If a consignment is not selected for control and does not require a decision from Norwegian Customs, release to the selected customs procedure will be granted immediately after arrival has been registered.
Operators may transport consignments to their sorting facility if they hold a permanent authorisation to do so, or when instructed by Norwegian Customs on a case-by-case basis.
If a consignment is awaiting a decision from Norwegian Customs, the operator must hold the consignment. It may not be delivered to the consignee.
The party that submitted the consignment information can retrieve the routing status through the Digitoll API.
The status is displayed in the system you use.
Consignments may be selected for customs control based on the information submitted.
Controls may take place:
- at the border crossing point
- after border crossing, at a location where the goods can be separated for inspection
The routing decision indicates which action applies to each consignment.
Routing and customs control must be viewed in connection with pre-notification of goods (ICS2).
Information from ICS2 and Digitoll is used together to:
- assess risks
- determine whether goods should be subject to customs control
This enables Norwegian Customs to plan controls before the transport arrives at the border.
