Information about declaring in TVINN and Digitoll.
What is Digitoll?
Digitoll means that information about the transport and the goods is submitted digitally before or no later than when the goods cross the Norwegian border.
Important deadlines:
- Digital notification and information obligations become mandatory 15 september 2026.
- The direct transport scheme will be discontinued on 1 March 2027.
One of the obligations under Digitoll is to declare the goods before or no later than at the time of border crossing. The declaration obligation is fulfilled by submitting a customs declaration in TVINN.
When all required information has been submitted digitally before or at border crossing, the goods can in most cases be released for the selected customs procedure at the border without stopping.
This enables more targeted controls and follow-up when necessary.

Customs office unit in Digitoll
When declaring goods through the Digitoll process, the declaration must be submitted to customs office 441002 in TVINN. This office handles Digitoll declarations for the entire country and must be used regardless of where the goods cross the border.
You must apply for access to the Digitoll customs office.
After the introduction of Digitoll, separate customs offices in TVINN will still be available for goods that cannot be declared through the Digitoll process, including goods requiring a CHED document and goods declared from a customs warehouse.
New users can apply for access to a customs office through the Norwegian Customs' contact form.
The application must include:
- the reason for the application
- expected traffic volume to the customs unit
- the customs office the applicant is requestion access to
Access is granted as an addition to the ordinary TVINN permit.
Operators who do not already have access to submit declarations in TVINN, will be grantes access to a customs office unit when applying for a TVINN permit.
Declaration in Digitoll
A Digitoll consignment can be declared in TVINN up to five days before the border crossing. This gives the Norwegian Customs tim to process the declaration before the consignment arrives and contribtes to a smooth border crossing.
For declarations submitted before border crossing, the declaration date must be set to the expected date of border crossing. The border crossing date, and not the date the declaration is created, must be stated. As a general rule, declaration category FU must be used.
When submitting the declaration, the rules that apply on the declaration date (the border crossing date) must be used, such as customs duty rates, exchange rates and excise duty rates.
To find regulations that apply at a future date, you can use Norwegian Customs' open data. Information on current and future quotas, customs duty rates, exchange rates and excise duty rates is published there. The solution is designed for automated retrieval of data.
Specific rules for Digitoll Declarations
- Recalculation of a declaration submitted in advance cannot be carried out until the current date is the same as or later than the declaration date.
- A future "requested processing date" must not be specified for Digitoll. The DTM segment (requested processing date) must not be included in the message submitted to Norwegian Customs. A description of the segment and message structure can be found in the TVINN implementation guide, CUSDEC-I, section 2.
- Consignments using reference code KVT may use Digitoll, but the goods must be declared on the same day they are imported.
- The customs office stated in a submitted declaration cannot be changed by submitting a new version of the declaration in Digitoll. Contact Norwegian Customs if the customs office needs to be changed.
Goods from third countries subject to veterinary or phytosanitary restrictions that require a CHED document, must be declared according to a separate procedure.
Submit documentation for the Declaration in Advance
The Norwegian Customs encourages businesses submitting though Digitoll (customs office units 441002) to use the API for submitting supporting documentation related to the declaration. Submitting documentation in advance can reduce the need for Norwegian Customs to request documents during a document inspection.
Documents such as invoices, permits, freight invoices, proof of origin or consignment notes may be submitted proactively before the declaration is processed. The documents can also be submitted through the API if Norwegian Customs requires a document inspection and the documents have not already been submitted.

What is submitted to TVINN are all the details Norwegian Customs requires for a customs declaration. What is submitted via the documentationAPIs is for the purpose of documenting precisely those details that have been entered into TVINN.
The declaration data is submitted in TVINN. Documents submitted through the API serve as supporting documentation for the information provided in the declaration.

Release of the declaration
When declaring goods through Digitoll, the declaration may be processed before the goods arrive. However, it is not released and assigned a customs clearance number and serial number until the goods cross the border.
The mode of transport specified in the declaration determines how automatic release at the border crossing is carried out.
