Binding Origin Information

Importers of goods into Norway, exporters of goods from Norway, or manufacturers of goods to be exported from or imported into Norway, may apply for a Binding Origin Information decision (BOI).

In the application, the applicant must, among other things, describe the production process of the goods and the materials used in their production. No standard form has been established for such applications. The following information must be provided in the application:

  • The applicant's name and address. Where the applicant is acting as a representative, the name of the intended holder of the decision must also be stated.
  • You must specify whether the application concerns the preferential or non-preferential rules of origin, and whether it relates to importation or exportation.
  • For preferential origin, you must specify which free trade agreement (or GSP scheme) the application pertains to.
  • You must provide a thorough description of the goods, which must be in Norwegian, along with the commodity code of the goods in the Norwegian Customs Tariff. If a Binding Tariff Information decision (BTI) exists for the goods, this must also be stated.
  • You must describe the composition of the goods as thoroughly as possible. Where the goods consist of several components, each component must be specified with its commodity code and value, and, where applicable, its preferential origin. Preferential origin must be documented.
  • The ex-works price of the finished product.
  • The country of origin of the finished product, as assessed by the applicant.
  • Any documents enclosed with the application must be listed, e.g. photographs, samples, catalogues, brochures, etc.
  • If you have previously applied for a BOI decision, this must be stated in the application.

The application must be signed with the applicant's name and the date. A telephone number and, where applicable, an email address must also be provided.
