Digitoll Portal Officially Launched

The Digitoll Portal is now available for use by actors in the transport and logistics chain. The portal is a new digital platform that simplifies compliance with the reporting and information requirements and strengthens the flow of information between stakeholders.

The portal(opens in new tab) is one of the cooperation measures Norwegian Customs has decided to implement to facilitate interaction and simplify digital information submission for businesses.

What Does the Reporting and Information Obligation Involve?

Fulfilling the digital reporting and information obligation means that Norwegian Customs receives information about:

Which goods are being transported into the country

Which means of transport is carrying the goods, including where and when the transport will arrive at the border

In many cases, different actors are responsible for submitting different parts of the required goods and transport information. When different actors send in different parts, the submitters must ensure that Norwegian Customs receives sufficient information to link goods and transport data together as part of its processing of the reporting and information obligation.

What Does the Digitoll Portal Offer?

The main purpose of the portal is to show which goods or transport information your company has submitted, and to allow you to link this information with data submitted by another company as part of the reporting and information obligation.

Example:

A carrier can log into the Digitoll Portal and view the information they have submitted about the means of transport that will carry goods to the border. The carrier can also see the information a freight forwarder- responsible for delivering the goods to the final consignee- has submitted about the goods. In the portal, the carrier can then link their transport information with the goods information submitted by the freight forwarder. Creating this link enables Norwegian Customs to correctly process the submitted data related to the reporting and information obligation.

Businesses Gain Access to the Following in the Digitoll Portal:

  • Insight into the transport and consignment information the company has submitted to Norwegian Customs
  • The ability to grant other companies access to view the company’s submitted transport and consignment information
  • Access to view transport and goods information submitted by other companies, when the submitting company has granted permission
  • The ability to link goods and transport information that is presented separately in the portal, and by establishing this link, fulfill the overall reporting and information obligation.

Requirements for Use

To use the Digitoll Portal, the user must:

  • Have access to the digitoll-portal service in Altinn
  • Have the necessary access rights delegated through Altinn

The portal has been developed for Norwegian actors in the logistics and transport sector. Even though the solution does not display business-sensitive information, companies must still ensure that data is only shared with parties who have a legitimate need.
