Direct customs clearance to be discontinued on 15 September 2026
Direct customs clearance is a scheme under which the party responsible for submitting a customs declaration has been granted authorization to lodge the declaration prior to crossing the border. Upon arrival at the border, the goods are customs cleared before being imported into the customs territory.

The direct customs clearance scheme will be discontinued at 00:00 on 15 September 2026, and the customs processing units currently used for these declarations will be closed to submissions from businesses.
These changes are being implemented as part of the introduction of Digitoll.
What must your business do when direct customs clearance is discontinued?
Businesses that currently use direct customs clearance must, from 15 september 2026, use alternative procedures to declare these goods to customs.
As a general rule, declarations that currently submitted to customs processing units for direct customs clearance will be submitted to processing unit 441002 (the Digitoll processing unit) after 15 September.
The declaration reference (Declaration ID) must be linked to the submitted notification and disclosure message, and the goods will be fully customs cleared when crossing the border.
Alternatively, the goods may be placed into a customs warehouse, either by means of registration with the warehouse, or by registration together with a entry declaration submitted to processing unit 441002. From 1 March 2027, a warehouse entry declaration will become mandatory for warehousing goods.
Digital notification and disclosure message must be submitted for goods registered with customs warehouses.
