From 15 September 2026, businesses must submit transport information digitally to Norwegian Customs (the digital notification and disclosure obligation) before or, at the latest, when crossing the border. Once Norwegian Customs receives this information, we will process it and carry out a risk assessment of the transport and the goods.

The earlier Norwegian Customs receives the information, the greater the likelihood that it will be fully processed before the transport reaches the border. This can enable an automated border crossing and allow the goods to be automatically released for the chosen customs procedure.

Transports for which all required information has not been submitted by the time of border crossing may experience longer processing times and delays at the border. As far as possible, Norwegian Customs will seek to prioritise transports that comply with the digital notification and disclosure obligation and use Digitoll.

Guidance during the transition period

The transition to the digital notification and disclosure obligation represents a significant change for many businesses. To ensure a smooth transition, efficient flow of goods and equal treatment, we will initially address non-compliance by providing guidance.

This may include providing information about the regulations or specific assistance in correcting errors. The use of sanctions will be limited for a period after 15 September 2026.

However, in cases of repeated, deliberate or serious breaches, Norwegian Customs may issue notice of and impose an administrative penalty.
