Import of goods to foreign missions and their diplomatic representatives
Embassies and consulates of foreign countries with diplomatic representatives are entitled to exemptions from customs duties and taxes on imports.
The previous A2-form is replaced by the Declaration for Foreign Missions. The Declaration for Foreign Missions has the same scope of application as the former A2-form and is to be used as documentation for the tax and duty exemption. The Declaration for Foreign Missions may also be used as an alternative to a standard electronic customs declaration upon importation. See the Norwegian movement of goods regulation § 4-1-6 (3).
If the Declaration for Foreign Missions is used as an alternative form of customs declaration, it must be presented to the Norwegian Customs upon arrival. If a standard customs declaration has been used, the Declaration for Foreign Missions must be available for inspection if requested by the authorities.
Information about the use of the declaration
- The Declaration for Foreign Missions must be completed for each individual import.
- If the import is for diplomatic personnel, one form must be completed for each person. There is an exception where the import also includes family members. These may be listed on the same declaration.
- The declaration must be signed and stamped by the ambassador to the relevant mission or a person who has been delegated with this authority. By signing the declaration, the foreign mission confirms that the information is correct and that the applicable Norwegian law is complied with.
- The use of the Declaration for Foreign Missions is a trust-based arrangement. The Norwegian customs have the right to verify diplomatic personnel and the entitlement to exemptions and will receive information from the Ministry of Foreign Affairs for this purpose.
