Digitoll for Air Transport
This page explains the customs processing requirements for goods transported by air and the requirements for submitting digital notification and disclosure of information.
With Digitoll, businesses submit information about the goods and the means of transport digitally to Norwegian Customs before, or at the latest, when crossing the border. This enables Norwegian Customs to process and risk assess the transport before border crossing and facilitates automated border crossing when possible.
What must be submitted
To ensure correct digital customs processing, you and your company must submit the following information to Norwegian Customs through a system provided by a software vendor or through you own developed software.
The Notification and disclosure of information obligation require information about the means of transport, arrival time and transported goods to be submitted to Norwegian Customs before, or at the latest, when crossing the border.
Three messages must be submitted: Transport Notification, master Consignment Message and house Consignment Message.

A customs declaration containing detailed goods information and information about the customs procedure to which the goods are to be assigned must be submitted.
The declaration must be submitted before, or at the latest, when the goods cross the border.
The declaration must be linked to the Notification and Disclosure of Information messages. Therefore, the House Consignment message must contain a reference to the declaration in TVINN.
All goods must be physically available for inspection.
There are no changes to the documentation requirements as a result of Digitoll. Drivers or carriers must therefore continue to carry transport documents as before.
Physical documentation must also accompany the transport where required. This includes manual procedures such as ATA, NATO and TIR procedures, as well as permits for weapons, CITES-controlled goods, etc.
Norwegian Customs recommends using the document upload API for all supporting documentation related to customs declarations. This ensures that the documentation is available to Norwegian Customs before the goods arrive at the border
Submission models
The airline may submit the Transport Notification, Master Consignment and House Consignment messages, including references to declarations, prior to border crossing. This requires that the airline receives both goods information and the declaration ID from the freight forwarder and/or cargo owner well in advance of arrival in Norway.
The airline may use customs representatives. For example, a ground handler may submit the Transport Notification, while a freight forwarder in Norway submits the Master Consignment and House Consignment messages. The House Consignment message must include a reference to the declaration ID.
Customs representatives can submit all or only some of the required messages as long as all messages are submitted and successfully linked before the means of transport crosses the border.
Air cargo transported by road
A significant volume of air cargo is transported by road. In such cases, the code for the air waybill number from the MAWB must be entered at the master consignment level, while the AWB must be entered at the house consignment level.
For this type of transport, the Norwegian Customs API for road transport must be used, not for air transport.
Uploading documents before border crossing
Norwegian Customs recommends using the API that supports automated submission of supporting documents.

By using the API and submitting the information in advance, all relevant information will be available to Norwegian Customs before the goods arrive at the border. This also reduces the likelihood of being contacted in connection with, for example, a document inspection.
The API may also be used to submit permits. For goods requiring special permits, Norwegian Customs’ processing and document control procedures will remain the same. The difference is that the processing takes place in advance and is linked to the border crossing. Businesses should be particulary aware that processing times may be longer for these types of goods and should therefore submit declarations early.
All consignments must wait until the document control has been completed before the goods can be released under the selected customs procedure.
Automatic arrival registration
At Avinor airports with international status, Norwegian Customs will automatically register the arrival of the aircraft. At other airports, arrival registration is performed manually by Norwegian Customs.
A routing status is obtained by querying an automated service provided by Norwegian Customs. The result will be one of the following:
- the consignment may proceed directly into Norway
- the consignment must be presented for inspection
- the consignment must await a decision by Norwegian Customs.
Norwegian Customs will automatically perform digital presentation and make routing information available for all consignments.
If the consignment is not selected for inspection and does not need to await a decision, Norwegian Customs will grant release to the selected customs procedure immediately after the aircraft has landed and arrival registration has been completed.
Operators may transport consignments to their sorting facilities if they hold a permanent authorisation to do so or following instructions from Norwegian Customs in individual cases.
If a consignment must await a decision by Norwegian Customs, the operator must retain the goods. The goods may not be delivered to the consignee.
The operator must await a new routing status before the consignment may be released.
Inspections
If a consignment is selected for inspection, the relevant operator must ensure that the consignment is delivered or made available to Norwegian Customs at the agreed location. Digitoll does not change where inspections take place.
Any physical inspection will be carried out either in the customs inspection facility at the airport of arrival or at a customs warehouse, depending on the individual consignment.
Consolidated customs declarations
The submission and processing of consolidated customs declarations will continue under the current procedures until further notice.
Information relating to consolidated declarations shall be submitted to Treff through supporting files before arrival, while the declarations themselves are processed periodically afterwards.
Splitting of consignments and master consignment
If discrepancies arise between the customs declaration and the goods that actually arrive, an amendment message must be submitted to Norwegian Customs as soon as the declarant becomes aware of which goods have arrived.

Digitall fulfilment of the notification and disclosure of information obligation become mandatory - 1 March 2027:
The direct transport scheme will be discontinued. This means that the goods must be declared before, or at the latest, at the time of border crossing. A declaration will also be required when goods are placed in a customs warehouse.
