Temporary measures for the use of SafeSeaNet Norway (SSNN)

The implementation of the Norwegian Coastal Administration's new SafeSeaNet Norway (SSNN) portal has resulted in some challenges:

• It is currently not possible to use pilot booking functionality in the new version of SSNN, nor is it possible to use the new and old versions in parallel.
• Excel upload functionality has not yet been developed in the new solution.

These circumstances have created the need for temporary measures to ensure operational continuity and efficiency.

Temporary measures

To manage delays and maintain continuity:

• Until further notice, the Norwegian Coastal Administration will maintain the possibility of uploading attachments in the old version of SSNN. This allows operators to continue fulfilling their digital reporting and disclosure of information obligations (MO) by uploading manifests related to port calls.
• The calendar-based declaration release arrangement will continue as it functions today, using DIGIKAL in box 44 in the TVINN declaration.

This provides flexibility during a transitional period where both new and existing solutions need to be supported.

Further development and status

• More stakeholders than expected, including transport operators, have already chosen to integrate directly with Digitoll through Norwegian Customs APIs.
• The Norwegian Coastal Administration will continue to provide arrival events, including from the old version of SSNN. This means that automatic release processing will continue to work for operators using a combination of systems.
• It remains possible to:
  • Report port calls in the old version of SSNN.
  • Fulfil digital reporting and disclosure obligations directly with the Norwegian Customs.

Deadlines and requirements

All stakeholders must adapt to the new requirements:

• The deadline for fulfilling the reporting and disclosure obligation (MO) digitally is 15 September, in accordance with the data requirements described in Appendix 5 of the Movement of Goods Regulations.
• Maritime operators may fulfil this obligation by uploading PDF attachments in the old version of SSNN containing information that meets the data requirements, or by submitting all customs information through the Norwegian Customs Administration's API.
• Once the new SSNN provides full functionality and the industry has been given sufficient time to adapt to the new solution, the option to upload attachments in the old version of SSNN will be discontinued.

Stakeholders are encouraged to continue adapting to the new solution to ensure efficient compliance and take full advantage of the new opportunities it provides.
