Digitoll for Sea

On 1 February 2024, a temporary solution for Digitoll for sea transport became available. The change from the current situation is limited to the fact that goods transported by vessel may now be declared in TVINN and processed up to five days before the expected arrival in Norway. The notification and disclosure obligations will continue to be fulfilled through SafeSeaNet Norway (SSNN) as they are today.

European Maritime Single Window environment (EMSWe)

The European Maritime Single Window environment (EMSWe) is an EU initiative aimed at streamlining and harmonising reporting procedures for maritime transport through a single point of entry. It will provide a standardised electronic reporting platform for vessel operators, enabling them to submit one set of data to meet various reporting obligations related to the arrival, stay and departure of ships in ports.

In Norway, this will be implemented through a further development of SafeSeaNet Norway (SSNN), for which the Norwegian Coastal Administration (Kystverket) has national responsibility.


The Norwegian Customs is cooperating with Kystverket to ensure that the solution accommodates the requirements related to the notification and disclosure obligations. The solution is estimated to be ready for use by August 2025.
