Notification and disclosure obligations (digital)
The obligation to notify and provide information means that details about the means of transport, the time of arrival, and the goods being transported must be submitted to Norwegian Customs before, or at the latest at, the time of border crossing.
A total of four messages must be submitted in Digitoll to fulfil the obligation to notify and provide information, as well as the obligation to declare.

The four required Digitoll messages for fulfilling customs notification and declaration obligations
Three of the messages fulfil the obligation to notify and provide information (the melde- og opplysningsplikt, abbreviated MO), while the fourth fulfils the obligation to declare.
For the MO obligations, the driver of the means of transport is responsible (the obligated party) for submitting the messages. For the obligation to declare, the importer or the owner of the goods is responsible.
It is also possible to use a customs representative to submit all four messages required to fulfil these obligations.
These are the messages that must be submitted to Norwegian Customs:
• Transport notification (MO-transport)
Information about the means of transport, place and time of arrival, driver information, etc.
• Master consignment notification (MO-master consignment)
Information about the consignee and consignor, place of loading and unloading, and the waybill number for the master consignment.
• Consignment notification (MO-consignment / House)
Information about the consignor, consignee, weight, quantity, and description of the goods, as well as the declaration ID.
• Declaration in TVINN
Information required to fulfil the obligation to declare. The same information as today, but it must be submitted before border crossing.
The messages must be linked together so that Norwegian Customs can see the relationship between the transport, what the transport is carrying, and that the goods on board have been declared.
How the messages are linked will depend on how this is set up by your system provider.

Linking messages
At the time of border crossing, the transport notification (MO-transport) must contain a list of tracking numbers for all master consignments and other consignments included in the transport.
Note that consignments can be linked either directly to the transport or via the master consignment on the same transport.
To allow parties to cooperate on who is best suited to provide the necessary linking information, Norwegian Customs has enabled the use of dedicated linking messages (referred to as “relation” in the API). These linking messages supplement the existing solution of submitting references within the individual messages (transport, master, house).
Consignments must be linked to the master consignment or to the transport in one of the following ways:
• By specifying the waybill number of the master consignment in the consignment notification.
• By including a list of consignments in the transport notification.
Both methods can be used by all parties except postal operators.
How do you submit Digitoll messages to Norwegian Customs?
To communicate with Norwegian Customs in connection with Digitoll, we must know the identity of your business.
This is handled through authentication and authorization of a business certificate via Maskinporten, a national shared solution managed by the Norwegian Digitalisation Agency.

Norwegian businesses
If your business has a Norwegian organisation number and holds a Norwegian business certificate, you can proceed as described below.
Once you have a business certificate that meets the requirements, the next step is to apply for access to Norwegian Customs’ interfaces for machine‑to‑machine communication.
A business certificate is not required if your business only submits declarations to the Digitoll clearance unit in TVINN.
However, if your business also needs to submit digital MO messages or use the document upload API, a business certificate is required.
In the application form, the following fields are particularly important:
- The organisation number you provide must be the same as the number used to register the business certificate.
- The field titled “Norwegian organisation number, or country + NTR/VAT number” must contain exactly the same number as in the issued business certificate.
- This applies to business certificates issued in Norway as well as those issued by a European provider.
Businesses in the EU
If you are a business based in the EU, you may use a business certificate issued by by a qualified trust service provider listed on the EU Trusted List.

Once you have a business certificate that meets the requirements, the next step in the process is to apply for access to the Norwegian Customs’ interfaces for machine-to-machine communication.
In the application form, there are some key fields that are particularly important:
• There must be consistency between the organisation number provided and the organisation number used to register the business certificate.
• The field titled “Norwegian organisation number, or country + NTR/VAT number” must be identical to the one used in the issued business certificate.
• This applies both to business certificates issued in Norway and those issued by a European provider.
