Revised Implementation Plan for Digitoll

Norwegian Customs has revised the implementation plan for Digitoll, which entails adjustments to the deadlines for the new information requirements. The deadline for when the digital notification and disclosure of information will be obligatory is set to 15 September 2026, and the requirement for declarations to be submitted no later than at border crossings and the discontinuation of the direct transport scheme will be starting March 1, 2027.

The use of Digitoll for road and ferry transport has increased noticeably over the past few months. Several major stakeholders report that they are following the current plan, but dialogue and cooperation with NHO LT and the business sector still reveal significant differences in the level of adoption between stakeholders and modes of transport.Today, Digitoll transports by road and ferry account for a total of 16 percent of the total volume, and the number is increasing by an average of 25 percent each month. Development has been slower for other modes of transport.

Collaboration and Simplification

The business sector has pointed out challenges related to interaction between stakeholders during the introduction of Digitoll. After close dialogue with NHO LT and the industry, Norwegian Customs has developed a plan with a joint timeline for implementing measures to make collaboration easier and simplify digital information submission. This plan highlights various activities for system providers, the industry, and Norwegian Customs.

Several of these measures are already available for the business sector.

Based on the plan, the deadlines for digital fulfillment of notification and disclosure obligations, as well as the mandatory declaration before or at the border crossing have been changed.

– The cooperation between NHO LT and Norwegian Customs is very good, and NHO LT supports the revised plan. It is important that we all maintain momentum and are prepared for an increasing number of Digitoll transports. Even though the deadlines have been postponed, both we and the business sector still have a lot to put in place to ensure a successful implementation of Digitoll,” emphasizes Jan Erik Ressem, CIO and Director digitalization at Norwegian Customs.
