About Digitoll for Rail Transport
This page explains the rail freight process and the requirements for submitting notification and disclosure data in Digitoll.
Important Digitoll deadlines
15 September 2026:
Digital fulfilment of the notification and disclosure of information obligation becomes mandatory
1 March 2027:
The direct transport scheme will be discontinued. This means that the goods must be declared before, or at the latest, at the time of border crossing. From this time, a declaration will also be required when goods are placed in a customs warehouse.
With Digitoll, businesses submit information about goods and the means of transport digitally to Norwegian Customs before, or at the latest, when crossing the border. This enables Norwegian Customs to process and risk assess the transport and the goods before border crossing and facilitates automated border crossing whenever possible.
What Must Be Submitted
To ensure correct digital customs processing, you or your company must submit the following information to Norwegian Customs through a system provided by a software vendor or through your own developed software.
The Notification and Disclosure of Information Obligation require information about the means of transport, arrival time and transported goods to be submitted to Norwegian Customs before, or at the latest, when crossing the border.
Three messages must be submitted:
- Transport Notification
- Master Consignment Message
- House Consignment Message
A customs declaration containing detailed goods information and information about the customs procedure to which the goods are to be assigned must be submitted.
The declaration must be submitted before, or at the latest, when the goods cross the border.
The declaration must be linked to the Notification and Disclosure of Information messages. Therefore, the House Consignment message must contain a reference to the declaration in TVINN.

All goods must be physically available for inspection.
- There are no changes to the documentation requirements because of Digitoll. Drivers or carriers must therefore continue to carry transport documents as before.
Physical documentation must also accompany the transport where required. This includes manual procedures such as ATA, NATO and TIR procedures, as well as permits for weapons, CITES-controlled goods, etc.
Norwegian Customs recommends using the document upload API for all supporting documentation related to customs declarations.
This ensures that the documentation is available to Norwegian Customs before the goods arrive at the border.

Responsibilities
Different parties are responsible for different parts of the customs process.
Notification and Disclosure Information Obligation
The operator of the means of transport is responsible for fulfilling the Notification and Disclosure of Information Obligation but may appoint a customs representative.
Declaration Obligation
The declaration must be submitted by the importer or owner of the goods. If the goods are placed in a customs warehouse, the warehouse operator is responsible for submitting the declaration.
The declarant may appoint a customs representative to perform this task.
Presentation Obligation
The operator of the means of transport is responsible for ensuring that the goods are physically available for inspection at the border crossing.

Border Crossing
The border crossing is registered by BaneNor, and forwarded to Norwegian Customs, so that we can automatically initiate customs processing. Upon border crossing, the sender of the Notification and Disclosure of Information data will receive a routing signal in their system.

Green:
The goods are automatically released for the selected customs procedure.
Red:
If at least one of the house consignments is selected for inspection, the railway operator must notify the train terminal operator that the consignment(s) must not be released but set aside for inspection.
The train driver must also ensure that the train proceeds directly to the location where the inspection will take place, or where the customs authorities will board the train.
Transit and export from Sweden
It is not mandatory to use transit in NCTS when exporting goods from Sweden to Norway.
An export declaration may be used instead, but in that case businesses must ensure that the process with the Swedish Customs Authority (Tullverket) is handled correctly. Questions related to the handling of exports from Sweden must be directed to Tullverket.

By using transit, there is no need to manage this process separately. When the export MRN is referenced in the transit declaration, the export procedure will be discharged when the transit movement is released from the customs office of departure. When submitting Notification and Disclosure of Information, the transit MRN, not the export declaration, must be referenced in the house consignment notification.
When using transit, there are two options for border crossing and completion of the transit procedure:
- Registration of border crossing only in NCTS. In this case, the house consignment notification indicates that the goods are to remain under transit to the destination and that the transit procedure will be completed by an authorized consignee.
- Registration of both border crossing and completion in NCTS. In this case, the house consignment notification indicates that transit is the customs procedure up to the border crossing and that the goods will be placed under a new customs procedure at the border crossing.
