Digitoll for sea transport
Where should customs information about your sea transport be submitted? And who should submit what? The answers can be found here.
Digitoll is a system for digital customs processing, but for sea transport the procedures are slightly different from other modes of transport.
For sea transport, the arrival time of a vessel is when the ship docks at a port in Norway for the first time. For goods on board, border crossing occurs when the vessel arrives at the port where the goods are to be unloaded.
Since a vessel may unload cargo several times along the Norwegian coast, the border crossing for parts of the cargo—and thus the obligation to submit a declaration for those goods—may occur several days after the first port call.
What must be submitted
To ensure correct digital customs processing for sea transport, you or your company must submit the following information to the Norwegian Customs or the Norwegian Coastal Administration:
Responsibilities
Different parties are responsible for different parts of the customs process:
- Notification and Information Obligation:
The vessel operator (master) is responsible but may use a customs representative. - Declaration Obligation:
The importer or owner of the goods must submit the declaration or use a customs representative.
If the goods are placed in a customs warehouse, the warehouse operator is responsible. - Presentation Obligation:
The vessel operator is responsible for ensuring the goods are available for inspection at border crossing.
How to submit
Digitoll for sea transport differs from standard Digitoll in that parts of the process can use the Norwegian Coastal Administration’s portal, SafeSeaNet Norway (SSNN).
Important deadlines
- 15 September 2026:
Digital notification and information obligation becomes mandatory, - 1 March 2027:
Direct transport scheme is discontinued. That means that goods must be declared before or at the time of border crossing for all customs procedures.
