How to Report VOEC Digitally

You must submit VOEC information digitally to the Norwegian Customs Administration. VOEC consignments transported by rail or sea are currently exempt from this requirement. Consignments that are not correctly labelled or do not meet the conditions of the VOEC scheme must be declared in TVINN.

How to Provide the VOEC Number Digitally

You must submit the seller's identification number (VOEC number) digitally to the Norwegian Customs through the notification and disclosure of information solution in Digitoll.

For transport by air, ferry and road, the information is submitted through a machine-to-machine integration (API). Read more in the Norwegian Customs' data and API documentation.(opens in new tab)

To report a VOEC shipments, you must provide:

  • The VOEC number applicable to the consignment
  • A six-digit commodity code for each goods item
  • The value in Norwegian kroner (NOK), excluding freight, insurance and VAT
  • The consignment number

The aim is for the information to be submitted well before the consignment arrives in Norway. This allows the Norwegian Customs to process the information and carry out the necessary risk assessments before the goods reach the border. When all requirements are met, this contributes to a more automated and efficient border crossing for both businesses and customs authorities.

Border crossing procedures vary

  • At Svinesund and Ørje, border crossing is automated using camera recognition and routing signals.
  • At certain other border crossings and ferry terminals, the driver must register VOEC shipments using a self-service tablet solution.
  • At other border crossings, the driver must report to the customs office.

The "Treff" solution has been discontinued

The Treff solution for reporting VOEC shipments could be used until 15 September 2026. VOEC shipments must now be reported through the notification and disclosure of information solution.

Emergency solution - declaration in TVINN

If information about VOEC shipments has not been submitted electronically, the shipments must be declared in TVINN.

To avoid reassessment, the declaration must be marked with the code “VEC” and meet the following requirements:

  • "VEC" and VOEC number must be entered in box 44.
  • If the delcaration contains multiple goods items, "VEC" must be entered for each goods item.
  • "VEC" may only be used when the declaration has a single individual as consignee.
  • A declaration marked with “VEC” can only contain VOEC goods.

Completion of a Transit procedure (NCTS) containing VOEC Shipments

When a VOEC shipment has been reported through the notification and disclosure of information system, the transit procedure is automatically discharged in NCTS.

If VOEC is reported in another way, the transit must be closed using the standard procedure.

A transit cannot be partially discharged. Therefore, it is important that the same transit document contains only VOEC goods. It is not permitted to combine VOEC goods and goods that are not covered by the VOEC scheme in the same transit document.

A transit document containing only VOEC goods may be discharged at the border using the VOEC procedure and the VOEC number, provided that the goods have been reported electronically in the correct manner.
