Digitoll for Road Transport
This page explains the Customs processing requirements for goods transported by road and the requirements for submitting digital notification and disclosure of information.
With Digitoll, businesses submit information about and the means of transport digitally to Norwegian Customs before, or at the latest, when crossing the border. This enables Norwegian Customs to process and risk assess the transport before border crossing and facilitates automated border crossing whenever possible.
What must be submitted
To ensure correct digital processing, you or your company must submit the following information to Norwegian Customs through a system provided by a software vendor or through your own developed software.
The notification and disclosure of information obligation require information about the means of transport, arrival time and transported goods to be submitted to Norwegain Customs before, or at the latest, when crossing the border.
Three messages must be submitted: Transport notificatio, master consignment message and house consignment message.

A customs declaration containing detailed goods information and information about the customs procedure to which the goods are to be assigned must be submitted.
The declaration must be submitted before, or at the latest, when the goods cross the border.
The declaration must be linkedin to the notification and disclosure of information message. Therefore, the house consignment message must contain a referance to the declaration in TVINN.
All goods must be physically available for inspection.
There are no changes to the documentation requirements as a result of Digitoll. Drives or carriers must therefore continue to carry transport documents as before.
Physical documentation must also accompnay the transport where required. This includes manual procedures such as ATA, NATO and TIR procedures, as well as permits for weapon, CITES-controlled goods, etc.
Norwegian Customs recommends using th document upload API for all supporting documentation related to customs declarations. This ensures that the documentation is available to Norwegian Customs before the goods arrive at the border.

Responsibilities
Different parties are responsible for different parts of the customs process.
Notification and disclosure of information obligation
The operator of the means of transport is responsible for fulfilling the notification and disclosure of information obligation but may appoint a customs representative to perform this task.
Declaration obligation
The declaration must be submitted by the importer or owner of the goods. If the goods are placed in a customs warehouse, the warehouse operator is responsible for submitting the declaration.
Presentation obligation
The operator of the means of transport is responsible for ensuring that the goods are physically available for inspection at the border crossing.
Border crossing
Routing signal
Green signal, the driver may proceed without stopping or reporting to the customs office.
Red signal, the driver must report to the service counter.
If the driver does not stop and report to the customs office, this constitutes a breach of the notification and disclosure of information obligation and the presentation obligation. Violations of these obligations may result in an administrative penalty. In serious cases, violation of the presentation obligation may also lead to criminal penalities, such as fines or imprisonment.
Reporting to the service counter
When reporting to the service counter, either to get a routing signal or due to red light, the driver must present ID and provide the vehicle registration number.
The driver does not need to present physical documents for notification and disclosure of information obligation or declaration but must still provide physical documentation when required.
Border crossing at the different customs offices
At these border crossings, ANPR cameras are in place and border crossing is automated with signal boards displaying the registration number together with the appropriate routing signal.
Norwegian Customs has produced brochures in several languages that provide simple guidance for drivers on how to proceed at these locations.
These brochures may be downloaded and distributed to drivers.
Tablets for arrival registration and routing signals are available at the following customs offices: Bjørnfjell, Eda, Storlien, Svinesund, Tärnaby, Ørje, and Østby.
The tablets are available in the following languages: Albanian, Bosnian, Croatian, English, Estonian, Finnish, French, German, Italian, Latvian, Lithuanian, Norwegian, Polish, Romanian, Russian, Sami, Serbian, Spanish, Swedish, Turkish, and Ukrainian.
At other border crossings, the driver must report to the service counter to receive a routing signal.
At the Finnish border, the driver must always report to the service counter.
The driver must present an export document (e.g., in the form of a barcode), as the Norwegian Customs does not have automatic data exchange with the Finnish export system.

At ferry ports, the driver must go inside the customs office and use a tablet or report to the service counter.
Ferry ports with tablets: Bergen (Nøstet), Hjortnes, Kristiansand, Larvik, Sandefjord, Stavanger, and Utstikker II (Oslo).
Note: Unaccompanied trailers must use Digitoll for sea transport.
Transit procedure by road
Reference to the transit MRN must be entered at the house consignment level in Digitoll.
If the transit procedure is to be completed at the border, the goods must be placed under an new customs procedure when crossing the border.
The new procedure may be:
- customs warehousing with goods registrations (until 1 March 2027)
- customs declaration for placement in a customs warehouse
- customs declaration for release for free circulation
When Digitoll is used, the border crossing and the completion of the transit procedure in NCTS are registered automatically.
If the transit procedure is only to cross the border and then be discharged upon unloading, an authorised consignee must complete the transit procedure in NCTS against the next procedure. The border crossing is registered automatically by Digitoll.
EORI – road
All road carriers exchanging electronic information with EU Customs authorities are required to have a valid EORI number.
